Ladies and Gentlemen, dear friends

Very good afternoon!

It’s my great pleasure to attend the closing ceremony of the training programme jointly conducted by HK Independent Commission Against Corruption (ICAC) and Anti Corruption Committee (ACC) of Maldives.

China and Maldives enjoy a long-term friendly relationship. The two countries are sincere friends of mutual trust and assistance, and partners for common development and prosperity. Since the establishment of diplomatic ties 52 years ago, the two countries have always respected and supported each other, setting a fine example of equality, mutual benefit and win-win cooperation between countries of different sizes.

Early this month, at the invitation of President Xi Jinping, President Dr. Muizzu paid a very successful and fruitful state visit to China. Both sides agreed to elevate our bilateral relations to a comprehensive strategic cooperative partnership, and reached important consensus on further promoting China-Maldives relations and signed 20 cooperation documents, including cooperation on human resources development and capacity building. This visit has opened a new chapter for China-Maldives friendly cooperation and will take our bilateral relations to a new high.

Anti-corruption is an important part of China-Maldives pragmatic cooperation. The training program is a concrete step for both sides to implement the important consensus of the leaders of the two countries and promote anti-corruption cooperation. I am very glad that Hong Kong Special Administrative Region has been actively engaged in China-Maldives cooperation and conducted the training program with the Maldivian side. As I’ve learned, this programme is made up of an online module and an in-person module, covering a wide range of topics, including the fundamental principles of forensic accounting, investigative techniques, case studies, good governance and best practices in enforcement and corruption prevention. I am convinced this training programme has provided a good opportunity of experience sharing for both sides and the successful conclusion of the training programme will help strengthen the capacity building of the Anti Corruption Committee of Maldives.

Finally, I’d like to extend my warm congratulations to the over 50 participants from ACC, MPS, PGO, and the Financial Intelligence Unit of MMA, etc. for attending the training programme. I’m looking forward to more practical cooperation between our two countries in the days to come and in particular, it is much welcomed and expected that HKSAR could continue to play a more active role in this endeavor.
